$700B+

spent by the U.S. federal government on contracts every year — it's the largest single buyer in the world.

23%

of federal prime contract dollars is the government-wide goal for awards to small businesses.

SAM.gov is the single front door: vendors must be registered there to receive a federal contract award.

The basics

What is
government
contracting?

Government contracting is how public agencies buy what they need from private businesses. Federal, state and local governments purchase everything from websites and IT support to construction, consulting and supplies — and they do it through formal, competitive contracts.

At the federal level, the process is governed by the Federal Acquisition Regulation (FAR), which sets the rules for how agencies publish opportunities, evaluate offers and award work. Contracts are posted publicly, businesses submit quotes or proposals, and the agency awards the contract to the offer that best meets its requirements.

To make sure small companies get a fair share, Congress sets small-business goals and agencies can "set aside" contracts so only qualifying small businesses may compete — including programs for veteran-owned, women-owned, HUBZone and 8(a) firms.

For a business like ours, it means we can partner directly with agencies — and with larger prime contractors — to deliver web, IT and cybersecurity work on public projects.

How it works

From registration
to award.

The federal path is standardized. Every vendor follows the same five steps.

  1. 01

    Register in SAM.gov

Create an entity registration and receive a Unique Entity ID (UEI). Registration is free and renewed every year.

  2. 02

    Get a CAGE code

The Defense Logistics Agency assigns a 5-character CAGE code that identifies the business to federal buyers.

  3. 03

    Choose NAICS codes

Industry codes describe what you sell and decide which small-business size standards and set-asides apply.

  4. 04

    Find & bid

Agencies post opportunities on SAM.gov. Businesses respond to requests for quotes (RFQs) and proposals (RFPs).

  5. 05

    Award & perform

Win the award, deliver to the contract's terms and stay compliant — performance builds your past-performance record.
